Version 3.7 Released

We've released version 3.7 which add one major feature along with several minor bug fixes and enhancements.

 - User Agreements.  Admin users can create user agreement PDF's that individual users must download, fill-out, and re-submit.  These agreements are tied to the user and not the submission, which make them hidden from Juror and Attendant users.
